Hi. Today i played Quake 2 rtx and get flickering on the same scene.
It was on 3 level.

Walls start flicker to black colours + glitchy black object. I tried to reproduce this but now its ok. Not again appeared. Happens once.

It was card issue or game?

Since this also occurs in the video, it is probably due to the game. Are you using the latest Nvidia drivers?
