Expierencing download issues via LAN connection in Steam only (using IPv4).
The problem persists since many months now.
Download of a game or application will usually result in high dl speeds at the beginning, the DL may completely stall or rate is going do to atrocious dl speeds in the kbits per second (refer screenshots below on OneDrive.).
Very often DL will stall just before the DL is finished but this may also happen during the DL process without no visible reason.
I have worked through ALL steps this article, no help
https://support.steampowered.com/kb_article.php?ref=2274-IFLV-5334
I kindly ask to escalate this case to the network engineering team. It might be also a code issue in the Steam Client.
For me it appears to be no local issue because on the same machine:
- download issues are recurring and depending the time on Steam only
- as told all troubleshooting tips won’t help. Can exclude local network issues
- I might exclude ISP issues (not sure about routing issues in the aortas or on Steam servers across Germany.
- explicitly changing region DL won't help
- all drivers incl. NIC updated
- other fast lane download sources like Ubisoft Uplay, Wargaming.net, Microsoft are fine.
Please notice: there are times when DLs on Steam seem to work as expected but this has become rare in the past months.
I see the fewest issues when downloading in the morning hours (CET).
Even returned a game because of this in the summer sale as the DL of the game was not possible (did never finish)
- Wireshark is reporting TCP issues:
- as wrong TCP orders
- terminating connections
- retransmissions
- TCP Window Full I am using standard 1500 MTU window size on all L2 / L3 network devices, involved.
I do not have any of these layer 3 issues when using other internet applications, or downloading from other sources than Steam Servers.
Tracert and DNS to the steam servers in my region are fine, about 20 ms delay.
native line speeds 400 Mbit (down) / 20 Mbit (up), also experienced this issue with lower line speeds in the past (200 / 20, 120 / 20).
I have noticed also other report download issues, given their dl speeds it is the same provider (Unitymedia NRW), but I cannot speak for their environment, but mine is setup correctly.
here are some more details and pictures:

Please find the Wireshark cap (confidential data included) and screenshots on my Onedrive I have shared with you, only.

Looking forward for a qualified support technician to narrow this down.
I know it is a problem to blame others when it comes to network issues but I have pretty done everything to exclude a single point of issue.
Best regards,
